PRESIDENT CREATES NATIONAL CONSTITUTIONAL COUNCIL TO DRAFT NEW REDACTION OF CONSTITUTION OF UKRAINE
President Viktor Yushchenko issued a decree to create a National Constitutional Council, having charged it with drafting a concept of systemic update of constitutional regulation of public relations in Ukraine and a draft new Constitution of Ukraine. As it was noted in the report, placed on the presidential web-site, the move by the President is aimed at strengthening constitutional guarantees and protection of rights and freedoms of a person and a citizen, creating a well-balanced system of power, enhancing the role of local self-government and improving the Constitution of Ukraine.

TYMOSHENKO'S GOVERNMENT PROPOSES DRAFT BUDGET 2008 WITH USD 54.8 BN. INCOMES AND USD 58.8 BN.EXPENDITURES
Prime Minister Yuliya Tymoshenko at a Wednesday session of the government presented a draft national budget for 2008, readied by her government. The draft budget envisages UAH 274.2 bn (1 USD/5.05UAH) profits and UAH 294.2 bn. expenditures (the Yanukovych government's figures stood at UAH 191.13 bn. and UAH 211.93 bn., respectively).

NSDC HEADED BY RAYISA BOHATYRIOVA
President Viktor Yushchenko has appointed Rayisa Bohatyriova as the NSDC Secretary. The relevant order was made public on December 24 and is available on the president's web-site. She will replace Ivan Pliushch, who has been elected as an MP to the VR of the 6th convocation. The Regions Party used to slam the NSDC bitterly and considered it as an entity, established by the president in contrast to Viktor Yanukovych's government.

NEW GOVT STARTS WORKING OVER NEW DRAFT BUDGET, ACTIVITY PROGRAM AND COMBATING CORRUPTION
Yuliya Tymoshenko, who was elected by the parliament as the Prime Minister on December 18, held the first session of her Cabinet on Wednesday. The session focused on drafting the 2008 budget, which will undergo significant corrections, but will be adopted by late December 2007. The government will also embark on drafting its program of activities, dubbed "Ukrainian Breakthrough: For the People, Not for Politicians". According to the prime minister, the Cabinet will submit the program to the parliament right after New Year.

VOTING ON NEW PM AND GOVT TO BE HELD ON DECEMBER 18
The parliament will vote on a new prime minister on December 18, Tuesday. Such an agenda was approved by 247 votes out of 450. The agenda was approved not only by BYUT and OU-PSD, but also by MPs from the Bloc of Lytvyn and the Communists. The Party of Regions didn't vote.

UKRAINE TO CANCEL ALL EXPORT DUTIES IN TRADE WITH EU AFTER CREATING FREE TRADE AREA WITH EUROPEAN UNION
Ukrainian Economics Minister Anatoliy Kinakh insists that Ukraine must not make concessions in talks with the European Unions in export duties for the sake of soon accession to the WTO. Kinakh noted that Ukraine has already aired its position to the EU about its readiness to cancel export duties in the trade with the EU after creating a free trade area between Ukraine and the EU.

CANDIDATURE OF TYMOSHENKO FAILS TO COLLECT ENOUGH NUMBER OF VOTES
BYUT leader Yuliya Tymoshenko was not elected as prime minister, having collected 225 instead of the needed 226 votes. Thus, the 227-strong coalition fails to vote in full complement. Turchynov said the reason was of the technical nature. He said the voting card failed by one of the people's deputies. The speaker put the issue for the second voting but her candidature collected 225 votes again.

UKRAINIAN AND POLISH PRESIDENTS AGREE TO LAUNCH ODESA-BRODY OIL PIPELINE IN DIRECT MODE IN MID 2008
Ukraine and Poland plan to launch the Odessa-Brody oil pipeline in the direct mode in mid 2008, President Viktor Yushchenko and President Lech Kaczynski announced that after visiting the "Pivdennyi" maritime terminal.

ARSENIY YATSENYUK ELECTED SPEAKER
Incumbent Foreign minister Arseniy Yatsenyuk, 33, representing the "Our Ukraine - People's Self-Defense" and having been nominated by the democratic coalition, was elected as the speaker of the Verkhovna Rada of Ukraine on Tuesday evening. Irrespective of reluctance of the Regions Party, CPU and partly Lytvyn bloc to back him, he managed to collect the needed 227 votes via secret ballot. In his message in the VR, Arseniy Yatsenyuk noted "we have proved the coalition is real and the next step we will take is the Cabinet reshuffle".

PRESIDENT INSISTS ON IMMEDIATE CLOSURE OF ZASIADKO MINE
President Viktor Yushchenko in a telegram to Prime Minister Viktor Yanukovych insisted on immediate and full closure of the Zasiadko mine, the presidential press service told UKRINFORM.
