SPEAKER PROPOSES ALL VR FACTIONS SIGN AGREEMENT TO UNBLOCK RADA
The parliament's work may be unblocked if all the factions of the Verkhovna Rada sign a relevat political agreement, Speaker Arseniy Yatsenyuk told a news briefing after the meeting with the factions' leaders. Such a document "will give all the political forces an opportunity to take one step back in order to take two steps forward", thus resuming the parliament's work, Mr. Yatsenyuk said, proposing that the oppositon refrain from physiical methods to advance its views. According to him, the relevant draft agrement contains a provision to consider the speaker's signature under the Ukrainian leadership's latest missive to NATO Secretary General Jaap de Hoop Scheffer as not consolidated by the constitutional composition of the parliament.

UKRAINE FULLY SUPPORTS IDEA OF RAPPROCHEMENT BETWEEN STATES OF BLACK SEA REGION AND EU - PRESIDENT YUSHCHENKO
Opening the Black Sea Synergy Meeting of the Foreign Ministers of the Countries of the Black Sea Region and of the European Union in Kyiv Thursday, President Viktor Yushchenko stressed that Ukraine fully supports the idea specified by the Communication from the European Commission to the European Council and the European parliament "Black Sea synergy - a New Regional Cooperation" of strengthening rapprochement between the Black Sea region and the EU by means of joint projects. According to the president, such an approach will open new prospects not only for the countries of this region but for Europe as a whole. He underlined that this vision of cooperation agrees with the expectations of th countries' involved which were voiced during the BSEC summit in Istanbul on June 25, 2007.

TALKS BETWEEN UKRAINIAN AND RUSSIAN PRESIDENTS IN MOSCOW SET TIGHT COOPERATION SCHEDULE FOR 2008
President Viktor Yushchenko has concluded his working visit to Moscow and left for Kyiv, the press service of the head of state reported. The president's meeting with his Russian counterpart Vladimir Putin and the meeting of the Ukraine-Russia interstate commission resulted in signing a number of documents aimed at further cooperation between the two countries. In particular, the sides agreed to embark in 2008 on practical demarcation of the land segment of the Ukrainian-Russian border and to hold the first meeting of a relevant joint commission in March or April

UKRAINE AND RUSSIA SIGN 2008 ACTION PLAN IN MOSCOW
Presidents Viktor Yushchenko of Ukraine and Vladimir Putin of Russia have signed the 2008 action plan "Ukraine-Russia". The document was signed up to sum up a sitting of the Ukrainian-Russian international commission "Yushchenko-Putin". Viktor Yuschenko admitted to no un-adjustable problems in the bipartite relations of Ukraine and Russia. The president also insisted on stepping up trade and economic cooperation. We must meet the WTO demands for the sake interests of both states, he said. I believe reciprocal bans won't aid development of trade relations, he said.

REGIONS PARTY AGREES TO TEMPORARILY UNBLOCK VR TO PASS SOCIAL PROJECTS
The VR will hold an evening sitting, Leader of the BYUT Ivan Kyrylenko said after consultations among faction leaders and Speaker Arseniy Yatsenyuk. According to him, the VR will pass social bills, notably on the minimum of subsistence, support of agriculture, ate purchases, amendment of the Agricultural Code and others. Kyrylenko also noted that the sitting will be followed by another sitting to discuss agenda of the February 13 sitting. Kyrylenko would like the VR to consider bills, forwarded to the VR by the president as urgent.

PREMIER WILL SEEK RESTRUCTURING OF NAFTOGAZ' DEBT TO GAZPROMS
Ukrainian Prime Minister Yuliya Tymoshenko confirmed at today's press conference the presence of the debt of national joint stock company Naftogaz of Ukraine to RosUkrEnergo in the amount of USD 1.072, saying that during the talks with the Russian party, Ukraine will demand restructuring of this debts, as it is impossible to repay it within short terms. The Prime Minister said that in October 2007 Naftogaz of Ukraine collected from users USD 216 million, which has not so far been transferred to RosUkrEnergo. "Not a single document on where this money went has been found," the Prime Minister stressed. The situation is similar with the indebtedness for November (USD 394 million) and December (USD 462 million).

PRESIDENT INSTRUCTS GOVERNMENT TO TAKE MEASURES ENSURING CONTINUOUS GAS DELIVERY TO UKRAINE
President Viktor Yushchenko addressed a telegram to Prime Minister Yuliya Tymoshenko asking to take measures to ensure continuous delivery of import natural gas to Ukraine, the President's press-service reported. The Government has to analyze the situation and take comprehensive reaction steps in light of the recent statement by Gazprom intending to suspend gas delivery to Ukraine from February 11, the telegram says.

PRESIDENT URGES CREATING SINGLE CONTROL SYSTEM TO PREPARE FOR EURO-2012
Following a meeting of the Euro 2012 Preparatory Coordination Board, President Viktor Yushchenko expressed worries about slow pace of preparation to the event and absence of proper coordination between all the involved bodies, including central and regional authorities In particular, only 9 out of 19 branch programs and 10 out of 26 regional programs were prepared as of February 1. Another concern expressed by the President was inefficient attracting investments. A project on attracting investments has to be prepared by April 1, however, he noted that a little work has been done on that.

NO GROUNDS FOR EARLY POLLS, PRESIDENT SAYS
Ukrainian President Viktor Yushchenko says that there are no constitutional grounds for early parliamentary elections. He expressed this opinion during the I Think So program on Ukrainian TV channel 1+1. "There are no constitutional grounds for one more snap election," Yushchenko said. The oppositional Party of Regions has been blocking the parliament's work since January 18, demanding consideration of the question of the letter of three top leaders of the state concerning Ukraine's joining the NATO Membership Action Plan. Apart from this, other requirements involving some domestic affairs were also put forward.

SPEAKER DOUBTFUL ABOUT HIS RESIGNATION
Arseniy Yatsenyuk is doubtful about his possible resignation as Verkhovna Rada Speaker, he told reporters. At the same time, Yatsenyuk believes that resolution that is presently spoken about (collection of deputies' signatures for a draft resolution on Speaker's dismissal - ed.) should be introduced. "The resolution should be introduced, let they show what they can do". He dropped a hint of doubt that the decision will have 226 votes for the Speaker's resignation. At the same time, President Viktor Yushchenko claimed during a meeting with heads of state regional administrations that allies of the Our Ukraine - People's Self-Defense bloc (OU-PS) have joined to the collection of signatures for Yatsenyuk's resignation.

STATES, BACKING UKRAINE'S BID OF EUORINTEGRATION, INCREASE IN NUMBER, PRESIDENT SAYS
President Viktor Yuschenko believes that negotiations on free trade zone with the European Union can be completed within 10 to 12 months, while an Enhanced Agreement between Ukraine and the EU will be signed in the first quarter of 2009. This was disclosed by the President at a meeting with students of the Vadym Hetman Kyiv National Economic University.

NO PARLIAMENT MEETINGS IN UKRAINE THIS WEEK
The Verkhovna Rada of Ukraine will hold no plenary meetings this week, because its coalition and opposition forces have not so far managed to reach mutual understanding. Roman Zvarych, Our Ukraine - People's Self-Defense bloc faction member, said this to reporters on Wednesday, following consultations of faction representatives with the Parliament Speaker. "The consultations were vain, as the opposition is setting forth new demands," he said

UKRAINE JOINS WTO, FULL MEMBERSHIP COMES AFTER RATIFICATION OF ACCESSION PROTOCOL
President Viktor Yushchenko and World Trade Organization Director General Pascal Lamy have signed a protocol on Ukraine's WTO accession. The instrument has been signed based on a decision of the WTO General Council that approved a report of the Working Party on Ukraine's WTO accession. Ukraine applied for WTO membership in 1993, but it started working actively on the issue in 2005 only. Ukraine will have to ratify the deal by July 4, 2008 and would become a WTO member 30 days after the ratification.

SPEAKER YATSENYUK ADJOURNS VR SESSION, OPENS NEXT ONE
Speaker Arseniy Yatsenyuk has adjourned the first session of the parliament of the 6th convocation and opened the second one. The session is to debate issues related to prospects of Ukraine's NATO membership. The relevant parliamentary committee, however, has failed to reach accord on the text of a respective resolution to be addressed in parliament.

YUSCHENKO TO VISIT GENEVA FEBRUARY 5 FOR WTO ENTRY PROTOCOL SIGNING
Ukrainian President Viktor Yuschenko will pay a short-term visit to Switzerland on February 5 for participation in the meeting of the General Council of the World Trade Organization in Geneva, the presidential press service reported. Viktor Yuschenko and WTO Secretary General Pascal Lamy will take part in the ceremony of signing the protocol on Ukraine's accession to the World Trade Organization.As reported, Ukraine will have to ratify the Protocol before July 4, 2008 to become a full-fledged member of the organization 30 days after ratification

PARLIAMENT COMMITTEE HEAD OPPOSED TO UKRAINIAN TROOP PULLOUT FROM KOSOVO
Ex-defense minister Anatoliy Hrytsenko, head of the Verkhovna Rada committee for national security and defense, says that Ukraine must pursue a responsible and predictable policy, so the Ukrainian peacekeeping contingent must remain in Kosovo. "I am strongly against the pullout, as the presence of Ukrainian peacekeepers in Kosovo is this country's contribution to the maintenance of European security," Hrytsenko emphasized, commenting to the press on a possible outcome of the declaration of Kosovo's independence for Ukraine.
