Presidential secretariat claims no coalition in Parliament, expenses for early parliamentary elections must be provided in budget-2009

Head of the Presidential Secretariat Viktor Baloha says the following in a statement placed on the presidential official website: the Speaker has actually been elected in the parliament, but the coalition "has not been set up either by formal nor by real parameters".
Baloha called the alliance (BYuT, OUPSD and the Lytvyn Bloc) that formalized in the Verkhovna Rada today as a "deputy club by interests". Provided that the efficient and stable majority of at least 226 deputies is not formed in the parliament, if the deputies fail to sign the coalition agreement personally, the highest legislative body will remain to be incapable, Baloha states.
From his statement it follows that re-election of the parliament has not lost its topicality. The President could perfectly renew operation of his decree about the VR dissolution, Head of the Presidential Secretariat notes and informs that the President will not sign the Budget-2009 if expenses for the early elections are not envisaged in it. Such an item, in V. Baloha's opinion, will be a stimulus for the Parliament's efficient work. Such a step is necessary so that "the reality of the Verkhovna Rada's re-election is a tangible warning for the future coalition against populism, inactivity and irresponsibility", V. Baloha underscored.
As UKRINFORM reported, the coalition of the BYUT, OUPSD and the Lytvyn Bloc, about creation of which Speaker Lytvyn announced on December 9, intends to sign the coalition agreement.
