Absence of legalized coalition threatening way out from political, economic crisis - Presidential Secretariat

President Viktor Yushchenko is interested in creating an efficient coalition he could work with, according to Petro Oliynyk, Deputy Head of the Presidential Secretariat, Presidential Representative in the Verkhovna Rada.
A proof for effectiveness of the coalition should be an immediate adoption of bailout bills and the state budget 2009, he said.
With a dangerous situation in the Ukrainian economics, the coalition must ensure carrying out of a consistent anti-crisis policy and set a tight control over its implementation, in the government's activity first of all.
At the same time, according to the official, the coalition is not yet legalized and this threatens the way out from the political turbulence and economic downturn.
The Presidential Representative in the parliament stressed that a draft coalition agreement [among BYuT, OUPSD and Bloc of Lytvyn - ed.] was not signed by every member of OUPSD as regulations on a deputy faction require. "The coalition agreement is secretly signed without consent of the faction MPs by the faction deputy head, which conflicts with the regulations on the faction envisaging signing of the agreement by the faction leader," Petro Oliynyk said.
The official also noted that the draft coalition agreement, which is similar with the draft coalition agreement between the Party of Regions and BYuT, contains provisions contradicting the Constitution. The matter, first of all, concerns the language issue, abolishment of the institute of heads of regional administrations.
