PRESIDENT CREATES NATIONAL CONSTITUTIONAL COUNCIL TO DRAFT NEW REDACTION OF CONSTITUTION OF UKRAINE

President Viktor Yushchenko issued a decree to create a National Constitutional Council, having charged it with drafting a concept of systemic update of constitutional regulation of public relations in Ukraine and a draft new Constitution of Ukraine.

As it was noted in the report, placed on the presidential web-site, the move by the President is aimed at strengthening constitutional guarantees and protection of rights and freedoms of a person and a citizen, creating a well-balanced system of power, enhancing the role of local self-government and improving the Constitution of Ukraine.

The Council will be chaired by the President of Ukraine. The Commission, which will draft constitutional changes, will involve representatives of different political forces, public circles, leading experts of the constitutional law, other scientists.

The staff of the National Constitutional Council will be formed with consideration of proposals of political parties (election blocs of political parties), which faction are represented in the parliament, other political parties and leading bodies and are approved by the President of Ukraine. Candidatures to the Council must be nominated before January 15, 2008. The Ukrainian Head of State believes it is expedient to debate constitutional proposals by the Council in public.

Viktor Yushchenko offers the mass media to introduce standing rubrics and programs, publications covering on activities of drafting a new redaction of the Constitution of Ukraine.

In compliance with the decree, the Secretariat of President is in charge of organizational maintenance of the activities of the National Constitutional Council and the State Affairs Management Agency in charge of its financial and technical provision. The decree takes effect on the day of publishing.
