President moves forward amendments to Constitution

KYIV, March 31 /UKRINFORM/. Ukrainian President Viktor Yushchenko has tabled in parliament the bill on amendments to the Constitution, demanding its immediate consideration.

Effective protection of interests of regional communities needs a bicameral parliament, Yushchenko says.

In his opinion, among the competences of the upper chamber there must be exclusively representative functions (representation of territories according to equality principles). Beside that, it must revise the lower chamber's bills and issues involved in the functioning of the constitutional and regulatory institutes of the state.

The lower chamber must write laws, form the government, pursue political activity and adopt the budget.
